Born mexican, graduated summa cum laude in Financial Managing from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). He also holds a MBA from from the Instituto Tecnológico Autónomo de México (ITAM).

He has worked in the social security and protection areas as Coordinator of Inter-Institutional Monitoring and as Head of the Planning and Budget Division of the Mexican Institute for Social Security (IMSS). He was Director of Operative Coordination at the Popular Insurance Organization, among other.

He has worked in different areas of federal government, in Mexico and abroad. Internationally he was named General Director of the Fondo de Cultura Económica of Colombia, Director of Acquisitions and Services Abroad of the Exterior Secretariat and as Head of Department at the Sub-Secretariat of Commercial Negotiations of the Economy Secretariat.

In addition., he has been a consultant in financial and budget issues for international organizations, such as the Inter-American Development Bank and for the United Nations Development Program, the Treasure Secretariat, the Secretariat of Education, the Agrarian, Territorial and Urban Development Secretariat, Secretary of Government, the Environment Secretariat and the National Council for the Evaluation of Social Security Policy, among others.

The General Secretary is under the command of the Secretary-General, elected for a three year term with possibility to be reelected.

Is the organ than manages and coordinates the Inter-American Conference on Social Security (CISS), in charge of planning and executing all the main activities of the organization. Currently Alvaro Velarca Hernández is the Secretary-General of the CISS.

While he is in function, the Secretary-General does not take part in any of the collegiate bodies of the Conference. Nevertheless, the norms allow the Secretary-General to participate with the right to voice in the General Assembly, the Standing Committee and the Directive Board of the Inter-American Center of Studies for the Social Security sessions. He also is secretary in the General Assembly and Standing Committee sessions.

The functions of the General Secretary are particularly important for the Conference, since it coordinates and manages the efforts and resources needed to fulfill the mandate of the international organization.

Among its most relevant functions, the General Secretary has to:

  1. Ensure compliance of obligations, dispositions, functions and activities stablished in the Statute, the Regulations, the Headquarters Agreement or any determined by the Presidency.
  2. Aiding in the cooperation and bringing technical assistance to the members of the CISS in social security issues.
  3. Elaborate and disseminate current and relevant information
  4. Administer finances of the CISS and create its annual budget projection.
  5. Create projects for Regulation relates to its functions and submit them for the Standing Committee’s consideration.
  6. Submit to the general assembly the annual balance and income and expenditures.
  7. Ask and receive postulations for authority election at the Conference, and to present to the General Assembly a report indicating if the postulations meet the requirements stablished in the application call.

For the better performance of their activities, the Secretary-General organizes their work through a Chief of Staff, an Executive Direction for Managing and Finances and an Executive Direction for Linking and Cooperation.
